Vehicles

Driving licence, RC and transport services.

Driving Licence

Driving licence services — learner's licence, permanent licence, renewal and address change — are handled on the official Sarathi (Parivahan) portal, along with an RTO test where required.

Parivahan Sewa (Ministry of Road Transport & Highways)

Vehicle RC Services

Vehicle Registration Certificate (RC) services — new registration, ownership transfer, address change, duplicate RC and more — are available on the official VAHAN (Parivahan) portal.

Traffic e-Challan (Check & Pay)

The eChallan portal lets you check and pay traffic-violation challans issued against your vehicle or driving licence. Enter your vehicle number, challan number or DL to view pending challans and pay them online.

FASTag

FASTag is a reloadable tag that enables automatic electronic toll payment at highway toll plazas using RFID. FASTags are issued by member banks and can be bought, recharged and managed online or at points of sale.

NPCI / NHAI (issuing banks)

Apply for a Learner's Licence (LL)

A Learner's Licence (LL) is the mandatory first step before you can get a full driving licence. It involves an online test on road rules and signs, and in many states can now be completed entirely online with Aadhaar-based verification.

Apply for a Driving Licence

This covers getting your full (permanent) Driving Licence after you've held a Learner's Licence for the required period. It includes booking and passing a driving skill test at your RTO, which some states now conduct on automated tracks.

Driving Licence Renewal

Renewing your Driving Licence (DL) before or after it expires keeps you legally allowed to drive. Renewal often needs a medical fitness declaration for certain age groups or licence categories, and states may allow only part of the process to be done online.

Duplicate Driving Licence

If your driving licence is lost, stolen, or damaged, you can apply for a duplicate through the Parivahan portal. This replaces the physical/digital card without changing your existing DL number or its validity period.

Driving Licence Correction & Address Change

If your name, date of birth, or address on your driving licence needs updating — or you've moved and need your address changed — this is filed as a correction on the Parivahan (Sarathi) portal, separate from applying for a duplicate DL (which is only for a lost or damaged card). Your DL number and validity stay the same after a correction; only the printed details are updated.

Download Driving Licence (DL) Online

If you already hold a valid driving licence, you can fetch a digital copy through DigiLocker or the mParivahan app, or check a downloadable copy on the Parivahan portal. This doesn't create a new licence — it just gives you a verifiable digital version of your existing one.

Vehicle Ownership Transfer (RC Transfer)

After a used-vehicle sale, the Registration Certificate (RC) needs to be transferred to the buyer's name at the RTO. This involves the well-established Form 29 (notice of transfer) and Form 30 (application for transfer of ownership), plus a No Objection Certificate (NOC) from the financier if the vehicle was under a loan.

New Vehicle Registration

Registering a newly purchased vehicle gets you its Registration Certificate (RC) and legal permission to use it on the road. Dealers usually assist with the initial paperwork and a temporary registration, but you should confirm the permanent RC is actually issued in your name.

PUC Certificate (Pollution Under Control)

A Pollution Under Control (PUC) certificate confirms your vehicle's emissions are within permitted limits. It's obtained at authorized PUC testing centers (often located at fuel stations) and is commonly needed for insurance renewal and to avoid traffic fines.

Vehicle Fitness Certificate

A fitness certificate confirms a vehicle is roadworthy and is mainly required for commercial/transport vehicles like goods carriers, buses, and taxis, tested periodically at an RTO or Automated Testing Station (ATS). Private vehicles generally don't need this except in specific state-level cases.

International Driving Permit (IDP)

An International Driving Permit (IDP) is a translation/authentication of your existing Indian driving licence recognised in signatory countries under the 1949 Geneva Convention, letting you legally drive abroad without a local licence in many countries. It's issued by your RTO based on a valid Indian driving licence, with applications increasingly processed through the Parivahan/Sarathi system.
